1. Scope
1.1
This Standard applies to all window cleaning operations on any building carried out at a height of more than 3 m (10 ft) above grade, or above an acceptable landing.
1.2
This Standard sets forth safety requirements for window cleaning operations and covers window cleaners and others affected, such as passers-by beneath areas where window cleaning is being carried out.
1.3
This Standard includes safety requirements for design, construction, inspection, safe use, and maintenance of equipment.
1.4
It is intended that this Standard shall not prevent the de velopment of new equipment or practices, nor prescribe specifically how innovations should be handled. Note: Equipment or safety devices different from those described in th is Standard may be deemed to meet the requirements of this Standard providing it can be demonstrated to the satisfaction of the authority having jurisdiction, or the certification agency acting o n its behalf, that these differences will not impair the suitability of the equipment or safety devices, or their intended use.
1.5
Where requirements of this Standard are at variance with requirements of other Standards or codes incorporated by reference in this Standard, the requirements of this Standard shall take precedence.
1.6
The term ""shall"" as used in this Standard indicates a mandatory requirement. The term ""should"" indicates a recommended practice.
